Ordinarily I would agree with you, Chris, when you write

However there has just been an interesting exception here in the UK.

The Cabinet Office (ie those reclined on Blair's sofa) added to the 10
Downing Street website a facility to post petitions and add signatures
to them. According to the press this was just intended as a gimmick, in
effect no more than a large trash can into which the public could dump
their concerns.

An email campaign against a proposed road charging scheme resulted in
over a million and a half signatures to a protest petition. When the
minister announced he would be ignoring it the media and political
establishment dumped on *him* from a great height. As Martin will
perhaps confirm, the policy has been sent back for "review".

So once in a while there might be gold in them thar circulars.
