It's been a few years since I used iPass, but what I recall
is that there is a base charge for any month in which you
actually use the service, and then there is a per-minute
charge. I believe I paid either $3 or $6 for any calendar
month in which I used the service, then 6ยข per minute for
calls within the USA. You cannot individually contract with
iPass to use the service, but rather you qualify if your
local ISP is a participating provider. iPass provides a
dialup number for most areas in the United States. If you do
a lot of traveling but you never stay in homes/hotels that
have DSL, iPass is a pretty good service.
