BACKGROUND The Human Resource Management System (HRMS) is the central personnel and payroll application for Washington State government. It serves all state government agencies, and provides a common data pool that can provide insight into the state's human resource trends and strategies. HRMS is the human resources component of a business software package designed by software giant SAP. HRMS was recently upgraded from SAP v. 4.7 Enterprise to SAP ERP 6.0. The application has been configured to meet business requirements, and is capable of providing a variety of personnel services, including: - Runs or processes the state payroll. HRMS serves as a central personnel and payroll system. - Enables online recruitment services. E-Recruiting, a modern, web-based recruitment system is also part of HRMS and gives job seekers one central point to search and apply for jobs. - Enable employees to see their Earnings Statement and update selected personal data in Employee Self Service (ESS). - Provides a data reporting system called Business Intelligence (BI). BI supplies human resource data to state leaders so they can make critical workforce planning decisions. RESPONSIBILITIES The SAP Basis Administrator will be performing critical SAP Basis technical support and activities, which include but are not limited to the following: - Perform SAP system monitoring, resolve SAP technical issues associated with the HRMS landscape; and provide operational readiness support - Provide Interface architecture support - Provide platform tuning and administration; - Provide Sap notes (OSS notes); - Provide technical support for HRMS Security; - Provides technical support for E-Recruiting; - Provide knowledge transfer to the agency's Basis Team; - Perform other technical team base tasks; and - Provides weekly reports. The scope of work may also include the following: 1. Basis Administration: To maintain the production HRMS, the contractor(s) will support, test, coordinate efforts, and transfer knowledge and skills to state staff in the following areas: - SAP software installation, patch application, and kernel upgrades, through download through Solutions Managers - SAP W3 Repository upgrades - Auxiliary software installation and upgrade. Examples include: BSI, Taxware, and Tidal Enterprise Job Scheduler - Microsoft SQL Server database management - SAP system monitoring - Platform tuning and administration - Transport Management - Printing and output management - Job Scheduling - Interface architecture - SAP Notes (OSS Notes) - Transports - Security - Backup/Restore - Archiving 2. Documentation: The contractor(s) will document existing and new functionality and processes needed to support the system in a production environment according to DOP standards. 3. On-going Support of HRMS. The contractor(s) may be required to assist the agency staff in other areas important to the ongoing support of the HRMS. DELIVERABLES The selected contractor(s) will be expected to produce a list of deliverables, which shall include but not be limited to: - 1. Review and provide within 90 days of contract commencement a written assessment of the current knowledge level for each member of the agency Basis Team. - 2. Develop and maintain, within 120 days of contract commencement a formalized knowledge transfer plan for the agency Basis Team. - 3. Schedule and provide training within 180 days of contract commencement to agency/state staff based on a written plan. - 4. Evaluate staff progress of knowledge transfer and work with management to ensure training goals are met. - 5. Assist the Basis Team in maintaining a 99.999 percent system availability (excluding regular system maintenance hours and downtime resulted from causes beyond DOP's control). - 6.
