You can use the mirror EBI maintains until the EMBOSS folder on open-bio
is available again.
ftp://ftp.ebi.ac.uk/pub/software/unix/EMBOSS/
Currently EBI mirror includes only the latest release.

I try to connect to ftp://emboss.open-bio.org/pub/EMBOSS/ (from
http://emboss.sourceforge.net/download/)
for several weeks now without any success.
