ok, one step back, some questions, maybe dumb, but just to be sure:

Do you have run Makefile.PL of Embperl after upgrading Apache and mod_perl?

Does the make test for Embperl succueed?

Does the make test for mod_perl succeed?

Do you have loaded Embperl at server startup time (e.g. PerlModule
HTML::Embperl in your httpd.conf)? if not do it now

Are you really sure you have run make install in the mod_perl directory?
