These two configuartion directives are very old and worked once when Apache
0.17 was there, now use
PerlSetEnv EMBPERL_SESSION_CLASSES "File Null"
PerlSetEnv EMBPERL_SESSION_ARGS "'Directory=/var/www/sessions'"
Then you should see a message at server startup time about "Session
management enabled" and it should work
