Error 25 means, that Embperl is not compiled for mod_perl, but you try to
use it with mod_perl. Rerun Makefile.PL and give it the correct Apache
source location. After a reinstall it should work.

P.S. Normaly you should get a better error message, but for whatever reason
the error message is missing in the Embperl sources. I will readd it.
