Yes, every Perl module uses MakeMaker, see

perldoc ExtUtils::MakeMaker

for a description. You could either use h2xs to generate a skeleton or, what
I prefer, take another module and copy over

Makefile.PL

and fill MANIFEST with a list of file you need to distribute
