I never hear about a -u option. Maybe that's a problem because you don't
start httpd as root, also this normaly should work unless you use a port
below 1000, which make test doesn't do.
Since all offline tests works, I would suggest to go ahead and try it out in
the real server. Normaly this should work without problems.
