I don't have used EmbperlChain on my own, so I can't tell you what's wrong,
but you can use Embperl's Execute method to get the same result:

>                 return FORBIDDEN;
>         }
>

         $r->send_http_header;

        my $out ;
        HTML::Embperl::Execute({inputfile => $filename, output => \$out}) ;

        $out =~ s{www\.inns\.net}{inns\.mrbrklyn\.com}io;

        print $out ;

>
>         return OK;
> }
>
> 1;
>
