Problem with charset in embperl 2

Hi all:

i have this file:
<html><header><title> this is the title</title>
<META HTTP-EQUIV="Content-Type" CONTENT="text/html; charset=UTF-8">
</header><body>
special chars in spanish:
áéíóú
</body></html>
if i save this file using UTF-8 and i get it using embperl 2 i see this:
special chars in spanish: áéíóÃ

if i save the file using ISO-8859-1 everything works fine(but what happen
with thecharset?).

if i change and use embperl 1.3.6 i do not have the problem in any condition.

Why this difference between both embperl versions?
