As far as I know Embperl does NOT yet work with the Apache2 worker MPM. Several months ago I had the same problem, and Gerald replied that full thread-safe support (so it works with worker MPM) is something on his TODO that he hopes to implement sometime this summer (but Gerald can confirm this). I was forced to switch to prefork MPM and Embperl works fine.
