I verified them but get the same. Mine is MX 6.1, and I installed phakt as well, so it might have messed up things.
But as soon as I change the extension to html, the design view is available. In my case, the DocumentTypes\MMDocumentTypes.xml existed only under the main dreamweaver installation directory, i.e. c:\program files\macromedia\dreamweaver...
