The log file is opened on the first request, so it is ok that it isn't open at this time Also your httpd.conf seems to be ok, could you just add a line Embperl_UseEnv on Does Apache still start? If yes, Embperl is correctly compiled and installed. Maybe there are some hints in the error log? Could you more in detail describe what you try to do and what works and what doesn't?
