Summary: MDI command in estop-reset runs in machine-on

Initial Comment:
If an MDI command is issued in the estop-reset state, it is executed when the 
machine-on state is entered. I don't think entering the machine-on state should 
cause any motion or other type of command to execute. Any MDI commands issued 
in the estop-reset state should be ignored.
