Whoa.. not sure where you got that from :)
AXIS 1.3a2 should be dated sometimes around June 2006, and is seriously
outdated.
Current AXIS versions are included in emc2 (ever since august 2006, I think
AXIS 1.4a0 was the last out of emc2 version).
Maybe you could tell us what you are trying to acheive, and what are the
references that brought you on this path.
