Ah. Gotcha. I wonder if that mechanism could be modified to point to a wiki page when it found special character sequences. Could that be helpful in describing changes that won't fit in the single-line cvs description? When I saw the email address, I interpreted it as the contact address for the FreeBSD CVS admin, rather than for the webcvs project.
