The reason that "build-dep" does not capture the necessary dependencies to --enable-build-documentation is twofold: First, it fetches dependencies for emc 2.2, while TRUNK may have additional dependencies. Second, the debian package is built with --enable-build-documentation=pdf so any tools required to build only the html documentation are not listed.
