Whether the interface is "public" is the wrong question, Paul. You
muddy the waters by bringing an irrelevant and confusing term into it,
which I assume is your goal.
The files from the emc2 source distribution that I cited bear a GPL2
notice.
When a program incorporates a GPL2 source file (for instance, by
inclusion or by linking), that program forms a work based on that GPL2
source file. The implications of this are spelled out at length in the
GPL2 license, and are amplified on in the GPL2 FAQ
