Users are often already confused when it come to adding features.
At least they can add ladder and a simple pyvcp panel then work from there.

Part of why I was thinking about the halcmd idea. It could be
used to separate the pyvcp/ladder options from stepconf.
I could do it now but would have to add at least two more
hal files because I need to add commands in different places.
In the current format you could only really support a couple different
premade panels/programs.

Thanks I really am open to suggestions. But I do think it's important
to add these type of features based on reading and helping other
people with there problems.
