for non random, how about flaged the pocket identity number (as u are 
doing for random) in Tool table as zero for indicating thats the one in 
the spindle, and setting all others to -1 or something so when EMC loads 
up it looks for the one with zero in table file.
once a change is compete old pocket ID becomes -1 new one becomes 0

i coudl't see alot wrong with how EMC was calling out tool change as it 
is as it seemed you can issue out a T value while doing stuff, i must 
say i never did a quick sim to see how it waits for the tool prep finish.

also how about adding in a tool change error signal? so can flag up a 
tool change error and have EMC halt as right now there is no nice way to 
give in a tool change error, if its taking too long to change tool, or 
no tool by that number etc.
