Axis may use those values for setting the limits of the override sliders 
and jog rate, but at least the MAX_xx_VELOCITY is also
used as an overall cap on all axes' velocities.  (Now, maybe, the 
trajectory planner or whatever only uses a value computed from the
maximum of all the individual axes MAX_VELOCITY setting, and ignores the 
values in [TRAJ].  But, I thought this was still being
used.
