There is an osc app for android, called fingerplay.

I would be cautious controlling a machine via wifi, as a lost connection
means that you can't control the machine. Same goes for the touchscreen:
several times, I've tapped one place on the screen and the phone acted like
I was tapping elsewhere.

If there's not already an OSC application for the Nokia, it shouldn't
be too hard to make one.

Here's a link to TouchOSC. You can see that it's a general purpose
GUI. Nothing has any assigned purpose. It generally takes the form of
sliders and buttons. Maybe for CNC you would also want numeric input
and numeric display. But as it is, it could display alarms, initiate
sequences, etc.

There are other similar tools available. Maybe there's already one for
the Nokia, or Android.
