My vmc has two m5i20 cards.  hm2_m5i20.0 runs the controls on the
front panel and a few other fiddly things, and hm2_m5i20.1 runs
everything else - the servos, tool changer gpio, probe, estop chain
etc.

Tonight for some reason I don't understand, the watchdog on
hm2_m5i20.0 bit (it has never done it before).  This left me with an
inoperative control panel, but with the machine still running, motion
enabled, and not estopped.  A watchdog bite on hm2_m5i20.1 will safely
estop the machine, and that works reliably - like when I exit emc to
shut down.

I'm writing this because while I could run the estop chain through
some gpio on both cards, I wonder if there is any reason to leave N-1
cards enabled and running when a watchdog bites.

It seems like if the driver notices this, maybe it should cause the
other cards to go to their inactive state too (maybe it would just
stop writing to them and let them do it?)
