 each author is free to do as they choose.  My point being that each 
 person who contributed should be asked if they object.

 Then you have the situation that anyone who has contributed code could 
 come back and say they do not want their chunk to be covered under GPL3. 
 So, if you are talking about changing the license of the entire code 
 base (which I was under the impression that is what we are talking 
 about) from GPL2 to GPL2 or greater, they you are legally obliged to 
 work this through.  If you are just talking about John's code, then it 
 is simple, if you are talking the entire code it is not so simple.
