Summary: blank lines in tool table file cause problem

AXIS does not recognize a tool declared in a line that is followed by a blank 
line.

As a test, I tried (in 2.5.1 and 2.6.0_pre simulators) editing the tool table 
provided in the "random tool changer" configuration so that it contained the 
following

...
T9 P14 ...
<blank line inserted>
T5 P15 ---
T4 P16 ...

I then reloaded the tool table. If I try to load either T9 or T4 in the mdi, 
AXIS complains that "Requested tool <n> is not fond in the tool table." 
However, it accepts T5 without complaint.
