If I may make a suggestion with moving forward with v3 -- I think that 
it was the R-project that used to require that any submission be 
released with open-source rights/requirements.  It will make life a LOT 
easier in the future to specify what licensing is required to 
contribute-to/play-with LinuxCNC.  Put another way -- just think of how 
much time and effort has been wasted with (how many times is is not) all 
the times these discussions have come up, rehashed, argued over, ...

If a package cannot be used because of licensing, then maybe you can 
find someone to write the parts that you want from library XYZ.
