Coincidentally, I had lunch with Fred last month (because I'd pinged him 
to see whether he could point me toward other, moldering documentation 
about APT.).

No he isn't the head of NIST. I can't imagine he'd want to be any more 
than I ever did.

Fred leads the Networked Control Systems Group in the Intelligent 
Systems Division of the Engineering Laboratory (you can't tell the 
players without a scorecard after a reorg).

His email address is available via the NIST homepage. Keep in mind that 
he probably has to do the same digging as anyone else since you wouldn't 
be asking about his own code.
