I do not remember  if I posted this or not, but when I had some time in 
the recent past and developed a Gentoo ebuild for LinuxCNC I noticed 
that the current system required a new user to:

  * the current runtime system does not install the menues in the user 
space.
  * Please run the following commands:
  *   mkdir -p ${HOME}/.config/menus/applications-merged
  *   cp /opt/linuxcnc/share/linuxcnc/menus/applications-merged/*xs 
${HOME}/.config/menus/applications-merged

It would make sense for the system to do this automatically (maybe with 
a warning), and/or use the system defaults in 
share/linuxcnc/menus/applications-merged...  What I have done in the 
past is to init the system with the system preferences then overwrite 
them with anything in the users directory (and maybe a third overlay 
with project specifics).
