Am I right in thinking that the only attributes that pins have now is
direction?

Are you proposing that output pins of components should propagate a
value back in to the component at startup? (viewing a widget as a
special case of a HAL component with an output pin)

Otherwise I don't see how persistent pins can work, as they all get
written with new values every thead.
