The package named librsvg2-bin provides an svg viewer (and a conversion to png program too). The gui has the usual zoom buttons and pan sliders.
$ dpkg -L librsvg2-bin ... /usr/bin/rsvg-view-3 /usr/bin/rsvg-convert /usr/share/man/man1/rsvg-view.1.gz /usr/share/man/man1/rsvg-convert.1.gz Oddly, on ubuntu-precise the program is called rsvg-view-3 instead of rsvg-view.
