Currently G43 clears then applies offsets, so that could still be the case.

M6 T1
G43 H1 H2 - tolerance 1
G43 H1 H2 - tolerance 2
G43 - normal T1 offset, equivalent to G43 H1 (same behaviour as current)

I like this format more than G43.2. (And it will be easier to fit into
the tool-database idea, if I ever get back to that)
