We need to talk about this change.

In 2.7/master built for uspace, there's already a "hal_parport"
component that can actually talk to the parallel port, provided that
rtapi_app is setuid.  (if it's not setuid, it won't load)

If it's really necessary to have this, please call it "sim_parport"
and include at least a minimal amount of documentation so that it's
clear that this driver is not talking to hardware.
