Unfortunately, this doesn't seem to pan out. If travis-ci already built at some ref abc123 for a push, it won't build again at ref abc123 when it is the subject of a pull request. But it's only when the pull request is formulated that we have the information about what commit range needs to be checked for signed-off-by.
