Gene, I would suggest putting an SSD on one of your Rock64 boards USB3 port. It will build at least 4 to 6 times faster than the USB2 port on the Rpi 3b+. Just install stretch or what ever your are using on the pi on the Rock64 and build away. You can build the debs and then you should be able to install the debs on the pi.
