I agree, I just installed LinuxCNC 2.8 on a fresh install of Debian 10
with the Mate desktop and all the menu items are in Other. I installed
mozo so I could edit the menus in Mate and the CNC menu is not even
there this time.

That sounds like a Mate bug...
