I largely agree, apart from prohibiting "answering outside the scope
of the question"

On the forum there are frequently questions along the lines of "how do
I make this random selection of [HAL] components work" and I will
often answer with an explanation of how to do it with  completely
different [HAL] components.
Is this being too helpful? Disrespecting someone's approach to the
problem? Or is it giving the answer that they didn't know that they
wanted? It might be all or none of those, but my _intentions_ are
good.

But this (and other) CoC's don't seem to consider intention, just perception.
