Yes that would explain the people who have access but aren't listed as
members what I have been wondering about.

between "Members" and "Outside Collaborators".
Anyone who is invited via tha Github button seems to go in to
"members" But there are some odd names in "Outside Collaboratorsl"
(odd in that it contains some of our most active contributors)
