It may be worthwhile to contact the Debian maintainer of groff about the
possibility to update to a snapshot of groff in debian/unstable.
But how do we benefit from this? I don't think we will run the build
bot on a system from an unstable branch. Or do you mean adding the
unstable branch temporarily for updating Groff then?

I do not exactly know what we are running on the build-bot. But packages
transition from unstable to testing and from there to the backports. It
would not be immediate but we would have done something good for
LinuxCNC and beyond if that is updated. 2018 was the last release if I
got this right and the package seems to be maintained.
Yes that's right. And a bit sad I think.

@hansu, apt-cache show groff | grep ^Maintainer tells who this is.
Yeah this gives me a name and email.

No idea about what Collin will say. He is a very experienced and
influential person. If you can convince him of your cause then I kind of
guess that he would know how to trigger even an official release.
Interesting which people do you know :) Thanks for this hint!
Or maybe I can try first to get in contact with Bertrand (Groff release manager).

/Hans
