The QTPYVCP list may not be complete with recent changes. Follow this process http://linuxcnc.org/docs/devel/html/code/building-linuxcnc.html#Satisfying-Build-Dependencies and install any packages that are missing. The QTPYVCP are just a convenient list from this process.
and yes as said, you need to run ~/dev/linuxcnc-dev/scripts/rip-environment in your terminal window before typing linuxcnc to start linuxcnc. Also double check the folder location you quoted as the qtpyvcp docs puts the git under ~/dev/linuxcnc/rip I might add I do like having all my various project sources under the ~/dev folder as it keeps the home folder clean.
