The package should not be on the list of recommends for the packages in the official Debian repository, as the reference packages have never been uploaded to Debian.
The package does exist on the separate linucnc.org repository (though not currently for Trixie). This package dates back to when LinuxCNC used to build Mesa Hostmot2 firmware packages, though this has not been the case for some time now. (The package contents are still valid, but support an increasingly outdated set of cards. The newer cards do not need to load a config from /lib/firmware and so do not require the packages.)
