I am not sure what the process is, but I suspect it involves the buildbot (or
buildbot2)
Buildbot2 appears to be broken, build 3750 00-checkin has been running for
almost 2 weeks.
I (or anyone) can terminate that build via the IRC bot, but I would just expect
it to get stuck again.
