I don't know the process so I'll stick to challenging the thinking.

This can't apply to the buildbot because you would not be daft enough to 
include internal content (probably base64 encoded) from within a .SVG file in a 
hand written file..
 
I suspect this confirms the changelog is being generated by the buildbot. You 
could test this by using git to locate a couple of typos and committing 
corrections and see if the lintian error count reduces on a rebuild
