It should be consistent with the /usr/share/man hierarchy.
That means the English man-pages are in .../build/man/man[1,3,9] and the
translations are in .../build/man/<lang>/man[1,3,9].
This is a consequence of how man works. Unfortunately, it creates
special rules or exceptions in the build, but that we can/should live
with (please document).
Which one should we go for? I thought also of symlink, but probably not
worth it just to keep the tree uniform...
No, it is not worth symlinking.
