Doug Frazee asks about safe exposure levels to radiated
microwave energy.

The IEEE Committee On Man And Radiation, COMAR, has published
a lot of information and, I believe, a standard regarding safe
exposure limits for all frequency bands.

There are some good Canadian publications, too.  

There was a lot published back in the days when the Russians
were beaming microwaves into the United States Embassy in Moscow.
