The IEC versions of the standards you mentioned, are published (IEC
1000-4-X). The EN versions EN61000-4-X will essentially be copies of the IEC
versions. I'm not sure if they are all published yet or not.

Keep in mind, the standards that you must test to for compliance with the
EMC Directive are those called out in a product or product family standard.
If none is published for your particular product, you must use the generic
immunity and emissions standards, which will then call out what test you
must do (as well as the levels you do the tests at, and the failure criteria).
