An answer to the question can be found in IEC950 section 2.7.4 table 1 and 2. CENELEC EN60950 has its own wording and allows the building installation to provide protection for earth faults for pluggable equipment type A (household type plugs). This is probably valid for CE marking for the LVD even if national deviations to IEC950 exists for some countries (including Denmark and UK)
