Subject: suppressors between the mains and earth

I have an interpretation of various IEC 950 clauses that was
issued in 6/95 by the Operational Staff Meeting under the
auspices of Cenelec. In this document it is stated that
some countries (e.g. Denmark, Belgium, UK) will not allow
transient suppressors to be connected between the mains and
protective earth. Does anybody know the reasoning behind
this interpretation, why it varies by country, and its
bearing on other similar standards such as IEC1010?

In IEC 950 it is assumed that the protective earth connection may get lost
( in old buildings with bad wiring) which is assumed to be the single fault
in the whole system, then the surges would discharge to the operator of the
equipment.

IEC 1010 takes a different view on loss of earth connection.
