Well, not necessarily.  If I understand this correctly, for input less than 75
W, there is simply no test required.  If the input exceeds 75 W, then the
waveform must be analyzed, but it won't necessarily fail.

A normal design switching power supply around 200 W will more than likely need
PFC.  But one around 100 W or so may well comply without any modifications ...
