Europe has a few Directives in place:
80/836
84/466    Medical use
84/467    Protection of operators and Public
90/641/Euratom
- all of which seem as if they will be repealed by 96/26/Euratom in 
2000 at the latest.

In the UK we have the Ionizing Radiation (outside workers) 
Regulations 1993 (Statutory Instrument 1993/2379) and a similar one 
relating to Northern Ireland.

That may give you a bit of a lead.
